1993 - The State Court Improvement Program was Created

May 1, 2012

In honor of our 75th Anniversary, we're highlighting some ground-breaking events in the field of juvenile and family justice that have helped shape our organization's mission to provide every family and child with access to fair, equal, effective, and timely justice.

1993 - The State Court Improvement Program (CIP) was created as part of the Omnibus Budget Reconciliation Act of 1993.

Providing grants to the highest state courts, Congress created a ten million dollar funding stream to improve courts' handling of child abuse and neglect cases. The CIP expanded in 2003 to include three grant streams, a basic grant, a training grant, and a data grant. Creation of the CIP brought system improvement focused on child abuse and neglect cases to a much higher level in state court systems, which are often under-resourced and must dedicate those resources across all case types- civil, criminal, juvenile and family. Many states have implemented practice reforms through their CIPs that were created and launched by the National Council of Juvenile and Family Court Judges, including Model Courts, implementation of the Resource Guidelines, and court-annexed mediation programs among many others. CIPs have created specialized training curricula for juvenile court judges and succeeded in implementing impressive reforms state to state.
