Shamed Into Silence

Scores of Hmong girls in Minnesota have been raped or forced into prostitution over the past several years. Many of their attackers are Hmong gang members who go unpunished because shame keeps their victims from coming forward. Records show that the girls have been raped at farms, in motel rooms, basements, garages and closets. Some were threatened at gunpoint. For a girl to lose her virginity before marriage, no matter what the circumstances, is a violation of Hmong culture and would bring shame to the girl's family if they found out. Secrecy and shame keep victims from coming forward.

Faces of Prostitution

A Denver vice detective collected photos of women arrested for prostitution from first arrest through most recent photos to illustrate the rapid downward spiral and the ravages of street living on women in prostitution. When he began the collection in 2003 his goal was to use the book as an educational tool. It has since been the impetus for a new drug court diversion program for prostitutes with multiple arrests and has been used in police officer training.

Some are kicked out by parents when they become pregnant or disclose their sexual orientation. Some want to get out of abusive situations. A local runaway can spend months living with friends, floating from one home to the next – an activity called couch-surfing. Last year 150 women under the age of 18 were arrested in Clark County on prostitution charges.

Child Prostitution Ring Busted in Oklahoma

State and federal charges accusing 19 people of crimes including child prostitution, sex trafficking of children and pimping were announced Monday by the U.S. Attorney’s office.

Pimps allegedly transported girls as young as 13 from Oklahoma to cities in Texas, Florida, Colorado, Pennsylvania and Arkansas for prostitution. The young girls were recruited then controlled through threats, violence and intimidation. Much of the prostitution took place at truck stops in and around Oklahoma City .

The Protect Act, passed by Congress last year, allows stiffer punishment for those accused of crimes against children.

Las Vegas Child Prostitution

Two articles appearing in the Las Vegas Sun address the problem of sexual exploitation in Las Vegas. By early December, 2003, Metro Las Vegas police had arrested 142 children on prostitution charges. The STOP program, Stop Turning Out Child Prostitutes, was introduced in 1994. It was built on the belief that underage prostitutes aren't criminals, but victims of pimps. STOP emphasizes rehabilitation and follow-up

Repeat offenders are given the option of going to live at the Children of the Night home in LA where  they can attend a private on-site school, learn life skills and receive drug and alcohol counseling.

About half the child prostitutes arrested in Las Vegas are part of the western U.S. "pipeline" that includes Minnesota, Oregon and Washington. Pimps shuttle children from city to city in those states.

New Study Shows that Commercial Child Sexual Exploitation is Epidemic in U.S.

This new study released September 10 contains disturbing information. University of Pennsylvania researchers, professors Richard Estes and Neil Weiner, say that "Child sexual exploitation is the most hidden form of child abuse in the U.S. and North America today. It is the nation’s least recognized epidemic." The study results say that tens of thousands of U.S., Mexican and Canadian children and youths become victims of juvenile pornography, prostitution and trafficking each year.

The study estimates that in the United States 325,000 children a year are subjected to sexual exploitation. Among the sexually exploited children in the United States, the study estimates that:

  • 121,911 ran away from home
  • 6793 fled mental hospitals, foster homes or other institutions
  • 51,602 were thrown out of their home by a parent or guardian.

The study identifies 17 groups of children in the U.S. who are at "substantial risk" of being sexually exploited. The largest groups are runaway, thrownaway and other homeless American children who use survival sex to acquire food, shelter, clothing and other things needed to survive on American streets.

The customers of street children include

  • pedophiles, pederasts, pimps and traffickers,
  • transient males, including members of the military,
  • long-haul truck drivers,
  • seasonal workers,
  • conventioneers, and
  • sex tourists.

Other groups of commercially sexually exploited children in the U.S. include girls in gangs; transgender street youths; foreign children brought into the U.S. illegally, especially from Africa, Asia, Eastern Europe and elsewhere in the Americas; and U.S. youth who are trafficked nationally and internationally as part of organized sex crime rings.

According to Estes, in the U.S. child sexual exploitation affects as many boys as girls, but boys are less well served by human-service and law enforcement systems because of the widespread belief that boys are better able than girls to fend for themselves. Given the high levels of emotional dysfunctions, drug abuse and violence that exists for boys living on America’s streets, however, this is not true. In time, many boys shift from being victims of sexual abuse to victimizing other boys and girls as pimps and traffickers.

Some U.S. children engage in commercial sex while living at home. Many of them live in secure middle-class homes and few of their parents are aware of their children’s involvement in pornography or prostitution. Most of their customers are members of their own junior and senior high school peer groups.

Estes and Weiner have identified an 11-point action agenda focused on eliminating the further commercial sexual exploitation of America’s youth. They say that official reports seriously underestimate the problem. The study found gaps in policies and services to combat sexual exploitation and help the victims.

The three-year project was funded by the National Institute of Justice , the W. T. Grant Foundation, the Fund for Nonviolence, and the Research Foundation of the University of Pennsylvania.

African Immigrant Girls Targeted for Juvenile Prostitution in Minneapolis

This article from the Pioneer Press reports about a new facet in Minneapolis ’ perennial problems with child-prostitution. Although blond, blue-eyed Minnesota girls are still the most coveted by pimps and johns, girls from African communities are easy pickings. This article cites the clash of cultures, survival behavior, and the vulnerability of young African girls as the causes.

Minnesota is considered a leading exporter of prostituted youth by other metropolitan communities around the country. A section of New York City ’s Times Square was noted as the “Minnesota Strip” in the 1970s.

The article says that in 1999 a Minneapolis family of male pimps was convicted to running the largest juvenile prostitution ring ever prosecuted by the federal government. The ring operated in 24 states and Canada for nearly 20 years and kept girls in line through vicious beatings.

The Exploitation and Sexual Abuse of Children Worldwide

ECPAT International (End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes) has published its annual report which is available to read at its web site. The organization seeks to encourage the world community to ensure that children everywhere enjoy their fundamental rights free from all forms of commercial sexual exploitation.

ECPAT says that exploitive social practices hide sexual abuse of children. The ECPAT report includes a study that found a prevalence of prostitution of boys in South Asia and noted that many advocates focus on women or girls, ignoring the sexual exploitation of boys.

Readers will probably find the FAQ section to be of particular interest. It not only answers questions but also defines terminology quite clearly.

Prostitution Among Young Girls

This article from the New York Times reports on a City Council session on teen prostitution. Over the three hour period of the meeting officials heard about a growing and alarming phenomenon in New York and other cities around the country: prostitutes who are as young as 11.

Experts say these many of these very young girls are recruited by pimps who are themselves younger than pimps of the past.

Some men seek young prostitutes because they think they will be free of sexually transmitted diseases.

To read the article you’ll have to register with the New York Times (easy. Takes no more than a couple of minutes) and then enter this headline in the search bar: “Officials Say Sex Trade Lures Younger Girls,” ( December 7, 2002 NYT).   If that doesn’t work email me and I’ll see that you get to read the article.
