NCJFCJ Hosts Record-Breaking 70th Annual Conference Print E-mail

NCJFCJ marked its 70th Annual Conference in San Francisco, July 22-25, 2007, with a record 700+ participants, faculty, exhibitors, guests, families, and staff in attendance. The more than 35 well-attended and well-received plenary and workshop sessions explored a wide variety of juvenile and family justice related topics including domestic relations, child welfare, family violence, delinquency, minority issues, specialty courts, and substance abuse. 

The week's activities were highlighted with the installation on July 24th of Judge Susan B. Carbon of Concord, NH, as NCJFCJ's 63rd President. Judge Carbon paid tribute in a video retrospective to NCJFCJ's 70-year history and the 62 judicial leaders who have preceded her as Council president. (More conference photos can be seen below.)

Conference highlights included:

  • Judge Andrew Becroft of New Zealand delivered an excellent keynote address with an international perspective, "Challenges for Youth Justice: A Quick Nip and Tuck or Radical Surgery?” Following is a sample of the many other plenary and workshops topics covered:
  • “Helping Very Young Children from the Bench: The Marriage of Law and Science” which explored how judges can break the cycle of child abuse and neglect by applying the science of early childhood development to judicial decision making;
  • “Thank You for Not Fighting: Resolving High-Conflict Custody Cases and Keeping Them Resolved” which examined the psychological factors that result in parents being unable to consider the best interests of their children, providing practical methods for reaching resolutions in high-conflict cases;
  • “Men Who Batter: Effective Strategies for Engaging Men and Holding Them Responsible” which described the relationship between men who batter and their children and examined appropriate interventions to hold them accountable;
  • “Re-Thinking Pink: Girls in the Juvenile Justice System” which presented information on the increasing numbers of girls involved in the juvenile justice system;
  • “The Role of Judges in Managing Juvenile Sex Offense Cases,” which provided judges with information about a unique judicial education curriculum focusing on juvenile sex offenders;
  • “Disproportionate Representation of Minority Children in Out-of-Home Care” which presented research findings examining whether race contributes to overrepresentation in the foster care system; and
  • “Juvenile Mental Health Courts: The Santa Clara County Experience” which discussed the experiences of the nation’s first Juvenile Mental Health Court.

Next year's Annual Conference will be held July 27-30, 2008 in Norfolk, Virginia at the Marriott Norfolk Waterside.

Membership Meeting Highlights 

New officers and trustees were elected to NCJFCJ's Board of Trustees at the General Membership meeting on July 24, as follows:

  • President: Judge Susan B. Carbon, Concord, NH
  • Immediate Past President: Judge Dale R. Koch, Portland, OR
  • President-Elect: Judge Patricia A. Macias, El Paso, TX
  • Vice President: Judge Douglas Johnson, Omaha, NE
  • Treasurer: Judge R. Michael Key, LaGrange, GA
  • Secretary: Judge Patricia Martin Bishop, Chicago, IL

Four new trustees were also elected: Judge Joan Byer, Louisville, KY; Judge Dan Kellogg of St. Joseph, MO; Judge Katherine Lucero, San Jose, CA; and Judge A. Ellen White, Rustburg, VA. For the complete list of NCJFCJ's leadership, please click here.
