The Gadsden Independent School District in Dona Ana County, New Mexico seeks written proposals from qualified sources for its "Promise for Success Initiative Needs Assessment and Strategic Planning." The Gadsden Independent School District, in collaboration with stakeholders including the Children’s Court Division of the Third Judicial District, is focused on improving the services for youth and families who are at risk or already in the judicial process for delinquency, abuse and neglect, truancy, substance abuse, gangs, runaways, school failure and other problem areas. A variety of formal and informal local, state and federal mechanisms currently provide services to these target groups; however, a strategic approach to optimize the coordination and application of these services does not exist. In addition, it is difficult to identify existing gaps in services without a comprehensive understanding of the expertise, accessibility and resource support of each existing service provider and of other model programs which would be most optimal to address the needs within Dona Ana County, New Mexico. The goal of this initiative is to create a comprehensive community based strategic approach to support the reduction of incidence and severity of delinquency, abuse and neglect, truancy, substance abuse, gangs, runaways, school failure and other problems and to facilitate an increase in the level of parental responsibility in Doña Ana County.
