Call for Applications - Victims Act Model Courts Project Print E-mail

6/6/08 -- NCJFCJ's Permanency Planning for Children Department is now accepting applications for two openings for jurisdictions that hear child abuse and neglect cases to participate as Model Courts in its Child Victims Act Model Courts Project. Jurisdictions that hear child abuse and neglect cases and that are interested in applying for one of the openings may do so by providing the following:

1.  Name and contact information for the primary contact person in the jurisdiction applying to be a Model Court;
2.  Name and contact information of proposed Lead Judge; and
3.  A narrative of the application components outlined below (limited to five pages).

Applications should be made electronically (PDF format preferred) and emailed to Elizabeth Whitney Barnes, Model Courts Program Manager, at ebarnes@ncjfcj.org by 5:00 p.m. P.T. on Wednesday, June 25, 2008.

The application narrative should be limited to five (5) pages and should include the following:

1.  A description of the jurisdiction’s plan for implementation of best practices as defined by the RESOURCE GUIDELINES and ADOPTION AND PERMANENCY GUIDELINES, demonstrating commitment to systems reform and modeling best practices;
2.  The name of a dedicated judicial leader to serve as Lead Judge, as well as identification of stakeholder collaborative partners, including names and contact information of committed key decision-makers, and how they will participate and collaboratively promote systems reform implementation;
3.  A description of what performance measures will be in place to track outcomes of systems reform implementation;
4.  A description of the needs of the court which may be met by participation in the Model Courts project;
5.  A description of the benefits of the Model Courts project to the jurisdiction;
6.  A description of any matching funds which may be provided from any source to support the jurisdiction to become a Model Court;
7.  A description of past and current collaborative work with the State Court Improvement Project (CIP), including how the CIP will collaborate with the court as part of the Model Courts project;
8.  A description of past and current collaborative work with the State Supreme Court, including how the Supreme Court will collaborate with the jurisdiction as part of the Model Courts project;
9.  A commitment to participate in any national projects defined by PPCD;
10.  A description of how the jurisdiction would engage in a statewide roll-out of best practice implementation, stemming from participation in the Model Courts project; and
11.  Proof of NCJFCJ membership.

Selection criteria will include the following:

1.  Whether the jurisdiction has previously participated in the Model Courts project through contract;
2.  Whether the jurisdiction has previously participated in the Model Courts project, but has since exited the project;
3.  The capacity of the jurisdiction to:
      Fully participate in the project; and
      Exert best practice influence in its state and nationally.
4.  The needs of the jurisdiction;
5.  Whether the state already has a Model Court;
6.  Whether the jurisdiction is a tribal court;
7.  Whether the jurisdiction is a rural or urban jurisdiction;
8.  Whether the jurisdiction is diverse; and
9.  Other considerations as PPCD sees fit to include.

Selections should be made by the end of August 2008 so that the two new Model Courts will be able to attend the Model Courts All-Sites Conference in New Orleans on September 24-26, 2008. Jurisdictions responding to this Call should be prepared to send the Lead Judge and two stakeholders to the All-Sites Conference.
