3/25/09 -- During the 36th National Conference on Juvenile Justice, held March 11-14, 2009 in Orlando, a Judges' Caucus was convened to discuss national issues faced by today's juvenile and family court judiciary. During the Caucus, it was noted that several bills have been introduced in Congress that may affect courts and the work of judges as related to juveniles. Links to those bills are included below for your review. The Youth PROMISE Act -- Following are links to both the House and Senate bills: H.R. 1064 S. 435 Gang Abatement and Prevention Act of 2009 - S. 132 http://www.thomas.gov/cgi-bin/query/z?c111:S.132: Caucus participants also discussed attorney ethics and whether an attorney should be able to represent both a child's best interests and the wishes of the child in a dependency case. A Nebraska opinion that addresses this issue will be available soon in this space. We hope that this information will be helpful to all those who attended the Caucus, as well as to those who were not able to attend the National Conference on Juvenile Justice.
