Judge Stephen Rubin Named President Elect |

1/28/05 — Judge Stephen M. Rubin of Tucson, Ariz., was named President Elect of the National Council of Juvenile and Family Court Judges during the group’s Board of Trustees meeting held January 20-21 in San Diego, California. He is slated to be installed as President during the NCJFCJ’s 68th Annual Conference being held July 17-20, 2005 in Pittsburgh, Pa. Judge Rubin was appointed in 1987 to the Pima County bench as Judge Pro Tempore of the Superior Court, Juvenile Division. He served in that capacity until 1995 when he assumed duties as a Court Commissioner/Judge Pro Tempore of the Superior Court. Judge Rubin serves as a Lead Judge in the NCJFCJ’s Child Victims Act Model Courts Project. The Tucson Juvenile Court is one of 25 Model Courts nationwide that is implementing strategies designed to improve the courts’ handling of child abuse and neglect cases. Prior to his service on the bench, Judge Rubin was in private practice for 12 years in the law office of Rubin and Myers. A graduate of the Detroit (Mich.) College of Law, Judge Rubin has served as an Adjunct Professor of Law at the University of Arizona College of Law, and wrote the curriculum for the first class devoted exclusively to Child Abuse and Neglect Law and Practice. He often serves as faculty at training programs both nationally and locally for the NCJFCJ and serves as lead faculty for its annual week-long Child Abuse and Neglect Institute. Judge Rubin’s work on behalf of children and families also has included service on the Board of Directors of the Boys and Girls Clubs of Tucson and the Casa de Los Ninos Crisis Nursery.
