Pdf file. ++++++++++ Evaluating G.R.E.A.T: A School-based Gang Prevention Program The G.R.E.A.T. program is aimed at middle school students and seeks to reduce their involvement in gangs and delinquent behavior. It teaches them the consequences of gang involvement and helps them develop positive relations with law enforcement. The program is taught through a 9-hour curriculum by uniformed law enforcement officers. G.R.E.A.T. has achieved modest positive results. The program did achieve more favorable attitudes from students toward the police and greater awareness of the consequences of gang involvement. The program objective to reduce gang membership and delinquent behavior was not met. ++++++++++ Youth Gangs in Rural America T he lead article in the latest issue of the NIJ Journal describes youth gangs in rural areas of the U.S. and points out several ways they differ from urban gangs. Rural gangs appear to be transitory, to appear in areas experiencing economic growth, and their members are mostly local youth, although migrating gang members are important to the movement of ideas and symbols into rural areas. ++++++++++ Anti-Gang Funding Restored in the House A U.S. House subcommittee restored more than $100 million in funds for gang prevention programs nationwide, which the White House had ought to cut, and added $18 million to pay for additional federal agents and to launch a National Gang Intelligence Center. The $60 million cut from Juvenile Accountability Block Grants was restored. ++++++++++ Caught in the Crossfire Fight Crime: Invest in Kids, a national organization of law enforcement officers and concerned citizens, has released a new report that brings together recent research on gang homicides in support of maintaining federal juvenile justice funding. Since 1999 gang homicides across the country have increased 50 percent. The report also finds that gangs have spread beyond inner cities into suburbs and rural areas. The report calls on Congress top reject a White House proposed 40% cut in federal juvenile justice and delinquency prevention funding that supports anti-gang programs in communities across the country. The report is divided in three sections:  | What works with gangs now: Boston, Philadelphia, and Baton Rouge have rapidly reduced violent crime by gang members and other troubled youths. |  | Identifies three programs that work for already troubled youths who are not yet associated with gangs. |  | Advocates after-school programs and anti-bullying programs to protect kids from gang violence and remove some of the pressure they face to join gangs. |

It is a downloadable 32 page pdf file ++++++++++ Breaking Up the Black Disciples Police in Chicago broke up the hierarchy of one of Chicago ’s best organized street gangs, the Black Disciples. More than 400 law enforcement officers were involved in the arrests of 32 suspects. The gang had effectively taken over a 16-story Chicago Housing Authority building in 1991, posting snipers on the roof to protect dealers making as much as $45,000 a day selling crack, cocaine and heroin inside. ++++++++++ Virginia Teen’s Hands Mutilated in Machete Attack A 16-year-old Alexandria, Va. boy’s hands were mutilated with a machete when he was attacked by several people believed to be members of a rival gang. Physicians were able to reattach both hands, but the victim lost four fingers. Today’s Update on this Story - Fairfax County police say arrests are imminent and police presence has been stepped up in malls and other places where teenagers gather. ++++++++++ Highlights of the 2002 National Youth Gang Survey All cities with a population of 250,000 or more reported gang activity in 2002. As did:  | 38% of suburban counties; |  | 27% of smaller cities; |  | 12% of rural counties. |

++++++++++ Boston ’s Operation Ceasefire is Transplantable Operation Ceasefire, introduced in Boston in 1996, has been successfully transplanted to more than a dozen cities across the country. The idea behind Operation Ceasefire is straightforward: Identify the multiple street groups, often enmeshed in the drug trade, that are committing the bulk of killings. Then set down a vigorously enforced standard: harm anyone, and your entire group will be punished. This article reports on the program’s inception in Rochester, New York. ++++++++++ Gun Pipeline Runs from Mississippi to Chicago The Chicago Tribune examines the southern gun route to Chicago in which family members or acquaintances buy guns for Chicago gangs then run the guns back to Chicago. Gun laws in the south are much more lenient than in the north. Anyone with a Mississippi I.D. can walk into a dealer’s shop and get as many guns as desired, without a waiting period. ++++++++++ Promising Practices for School-Based Gang Prevention and Intervention – March 9-10, in Cincinnati, Ohio, the Eastern Kentucky University violence Prevention Project will host this conference. Call early. ++++++++++ Comparing the Criminal Behavior of Youth Gangs and At-Risk Youths This research shows that gang members are much more likely to sell drugs than non gang at-risk youths. Gang members sell drugs more frequently, make more money from the sales, and rely more on out-of-state suppliers than non gang youths who sold drugs. 8 page report. ++++++++++ Charlotte, NC Series on Gangs The Charlotte Observer is publishing a series of articles on gangs in that North Carolina community. It began October 5 and continues October 8 with a story about a law enforcement sweep of Latin American gangs. The series includes articles on the numbers and types of gangs in the Charlotte area, how gang activity is affecting surrounding rural communities. This series reflects a general increase in gang activity around the country in the last year as reported in a number of communities. ++++++++++  | Las Vegas’ 311 Boyz Are Different |  | Members of the 311 Boyz are unlike most gangs. Its members are white teens, from good homes in an affluent area in northwest Las Vegas , and they videotaped each other in brutal fights. They are connected to a string of violent events this past summer and their indictments in brutal beatings have posed a series of troubling questions for the Las Vegas community. | ++++++++++ Gang- and Drug-Related Homicide: Baltimore’s Successful Enforcement Strategy This new bulletin from the Bureau of Justice Assistance (BJA) examines the phenomenon of violent inner-city gangs and introduces an investigative approach to combating these gangs in Baltimore, Maryland. Written by Edward Burns, a Baltimore police detective, now retired, who specialized in homicide investigation and worked extensively on inner-city drug gangs. +++++++++++ Youth Gang Programs and Strategies Written by Buddy Howell and published by OJJDP in 2000 this report draws on more than a half-century of gang program evaluations to provide a summary of gang-related prevention, intervention, and suppression programs. Gangs today recruit at junior high and middle schools across the country and very few organizations serve the needs of young girls at risk for gang activity.  | Rubies are concubines to male gang members, who are often also their pimps. |  | Blossom is an after school program designed to help young girls identified as “at risk” for gang initiation. | While the series focuses on New York , it could be any metropolitan area in the country. Gang Research.Net - Definitions, gang research, historic American gangs, modern gangs. +++++++++++ Alcohol and Violence in the Lives of Gang Members This monograph from Alcohol and Violence (Volume 25, No.1, 2001) brings to your attention the integral part alcohol plays in gang life. It is a social lubricant to maintain not only the cohesion and social solidarity of the gang, but it also services to “affirm masculinity and male togetherness.” Drinking is also associated with two important ritual events in gang life: initiation and funerals. The complete article can be read and downloaded from the ERIC/CASS Virtual Library on Youth Gangs. ++++++++++ Modern-Day Youth Gangs This new Juvenile Justice Bulletin from OJJDP draws on data from the 1996 and 1998 National Youth Gang Surveys to compare the characteristics of gangs and gang members in jurisdictions with later onset of gang problems with those of gangs and gang members in jurisdictions with earlier onset of gang problems.
