Erasing Evidence of Gang Membership in El Salvador The “Goodbye Tattoos” project of a health clinic in San Salvador removes gang symbol tattoos from people who are moving out of the gang life or from people who are afraid their non-gang tattoos will be mistaken for them. This publication presents findings from the 1999, 2000, and 2001 national surveys and some preliminary results from the 2002 survey. Information from the survey: Approximately 732,500 gang members and 21,600 gangs were estimated to be active in the United States in 2002 (compared to an estimated 846,000 and 30,800 in 1996). Approximately 85% of all gang members were estimated to be located in larger cities and suburban counties in 2002. In 2001, more than 1,300 homicides involving a gang member were reported by 132 cities with a population of 100,000 or more. Two of these cities, Los Angeles and Chicago, reported nearly 700 gang homicides combined.

The policy has backfired. Deportation has helped spread MS-13 across Central America and back again into the United States in metropolitan Washington, D. C. and other U.S. cities. Prisons in El Salvador have become nerve centers where deported leaders from Los Angeles communicate with gang cliques across the U.S. The gang has morphed into an international network with as many as 50,000 members, the most hard core engaging in extortion, immigrant smuggling and racketeering.

They were charged in an operation aimed at halting violence that has terrorized an area near Washington D.C. for the past three years. The indictment attributes six murders, five attempted murders and a kidnapping to the gang. The FBI will use the federal racketeering statute, the RICO law, to act against organized gangs as it did organized crime.

Operation Community Shield is overseen by the Immigration and Customs Enforcement Division, which has arrested 1,057 alleged gang members over the past five months. The operation got started in Mach as a way to target Mara Salvatrucha, aka MS-13, a violent street organization, but has expanded to encompass members of 80 gangs in 25 states.
