July 7, 2014

The NCJFCJ received several strong applications for the Implementation Sites Project and after careful consideration we are pleased to announce the selection of the following sites:
  • Montgomery County Family Court in Montgomery, Alabama
    Judge Anita L. Kelly
  • Sixth Judicial District Court in Little Rock, Arkansas
    Judge Joyce Williams Warren
  • Garland County Juvenile Court in Hot Springs, Arkansas
    Judge Wade Naramore
  • Second Judicial District Court in Saint Paul, Minnesota
    Judge Mark Ireland
  • Juvenile Division of Tulsa County District Court in Tulsa, Oklahoma
    Judge Doris L. Fransein
  • Allegheny County Court of Common Pleas Family Division in Pittsburgh, Pennsylvania
    Judge Kim B. Clark
  • Juvenile Court of Memphis and Shelby County in Memphis, Tennessee
    Judge Dan Michael
  • Child Protection Court of Rio Grande Valley West in Edinburgh, Texas
    Judge Carlos Villalon, Jr.
The eight Implementation Sites were selected based on a number of factors including: the court’s commitment and motivation to implement system reform efforts; the court’s willingness to organize and form a strong collaborative team; and the court’s desire to improve current court practice. The NCJFCJ staff will work closely with the lead judges and their court teams to provide individualized assessments, which will include site visits to observe, analyze, and provide feedback on system reform implementation, as well as, provide tailored and proactive technical assistance on a spectrum of child welfare issues and promising practices. In addition, the NCJFCJ will provide opportunities for training on the Enhanced Resource Guidelines and foster important connections to the network of the NCJFCJ Model Courts.
The NCJFCJ looks forward to working with the new Implementation Sites in developing a strong collaborative, implementing best practice, and in improving court systems for the benefit of the children and families in the respective jurisdiction.
