The Honorable Gayl Branum Carr (Ret.) serves in the Commonwealth of Virginia’s 19th Judicial District. She has been an esteemed member of the Fairfax Juvenile and Domestic Relations District Court since 1994, and she was elected as chief judge in 2004.
