This report was published in 2000 by the National Center for Juvenile Justice (NCJJ) and offers the final report of a study on the quality of purchased legal assistance for Maryland children. NCJJ’s research on this began when the Maryland Judiciary’s Foster Care Court Improvement Project (FCCIP) commissioned them to study Maryland’s method of obtaining legal assistance for children involved in the Children in Need of Assistance (CINA) and Termination of Parental Rights (TPR) proceedings. The study recommendations remain a resource for child advocates trying to inform ongoing debates concerning how to improve procurement of counsel for children in dependency proceedings.
