In 2011, the Permanency Planning for Children Department calculated rates of disproportionality in foster care for each state and published the Disproportionality Rates for Children of Color in Foster Care Technical Assistance Bulletin. The report showed no disproportionality in Oregon, despite Oregon’s relatively high rates as reported by the Government Accountability Office in 2007 and understood by dependency judges’ and child welfare professionals’ own reporting. Further analyses were conducted to explore the issue of disproportionality in Oregon and the results are presented in this research memo.
