These are the remarks of Melissa Sickmund, the Chief of Systems Research for the National Center for Juvenile Justice, to the Pennsylvania Interbranch Commission. The Commission was convened in 2009 to investigate ‘a highly publicized judicial corruption scandal involving millions of dollars in alleged payoffs to two judges and rights violations of thousands of juvenile defendants in Luzerne County’s juvenile court.’ [From Commission web site] It produced its final report in May 2010. Sickmund discusses Pennsylvania’s Juvenile Court Management System (JCMS), its capabilities, its underutilization for providing practical information to state juvenile justice administrators, and suggestions for improving access to state data. Also included are a set of slides about data analysis and dissemination tools proposed for JCMS.
