The Family First Prevention Services Act: Key Implementation Issues and Strategies for Judges

The Family First Prevention Services Act (FFPSA) was signed into law as part of the Bipartisan Budget Act of 2018 “to provide enhanced support to children and families and prevent foster care placements. . . .”1 This legislation represented a significant shift in federal child welfare policy by prioritizing prevention services, family-based placements, and improved oversight of residential treatment settings.
