The NCJFCJ Honors Ann Ahlstrom With Judith Horgan Award for Exemplary Service on Behalf of Children and Families in the Court System

Recognized for her work advancing the well-being of vulnerable populations who are navigating the welfare system, Ahlstrom is awarded the fifth annual Judith Horgan Award for Exemplary Service on Behalf of Children and Families.

The NCJFCJ presented Ann Ahlstrom, Esq. an award for her commitment to supporting children impacted by the justice system at the NCJFCJ’s National Conference on Juvenile Justice held in Minneapolis, Minnesota. She received the fifth annual Judith Horgan Award for Exemplary Service on Behalf of Children and Families in the Court System on March 16, 2026.

Ahlstrom is the board chair of the Minnesota State Guardian Ad Litem Program, where she advances policy and practices for the well-being of children and families in juvenile and family courts. Her leadership is a continuation of the 48 years that she’s worked in the child welfare system, committed to improving the well-being of children and families. She began her legal career as a public defender, later joining the Hennepin County Attorney’s Office in Minneapolis as a senior attorney in the child protection division. She was then assigned as a staff attorney for the Children’s Justice Initiative, where she shared her passion and knowledge as a tireless advocate for the children and families across Minnesota. Upon returning to Hennepin County, Ahlstrom supported the efforts of the Hennepin County Board to improve outcomes for children in its child protection system by focusing that system on child well-being and not just crisis intervention.

“The NCJFCJ Judith Horgan Award is a significant honor and I am immensely grateful to be recognized,” said Ahlstrom. “Judith was an inspiring force who dedicated her career to ensuring that children and families in the justice system were heard and supported. It is a privilege to work alongside Minnesota’s court professionals to continue this meaningful work that aims to help our future generation thrive.”

Since 2022, the NCJFCJ has awarded the Judith Horgan Award for Exemplary Service on Behalf of Children and Families in the Court System. The award is named after former NCJFCJ Board Director Judith Horgan of Pittsburgh, Pennsylvania, for her drive and dedicated service to elevate the voices of children and families who seek justice. This award acknowledges and celebrates an individual or individuals who champion a shared vision for better outcomes involving children and families in the community where the NCJFCJ convenes for the conference.
